Cheever's primary record is in Formula 1, where he started 132 races for Arrows between 1978 and 1989 without securing a win but taking nine podium finishes. In that period he raced regularly against the era's elite: he finished ahead of five-time champion Alain Prost twice in 38 shared races, outscored three-time champion Nelson Piquet on six occasions in 33 meetings, and had a closely-matched head-to-head record against Thierry Boutsen and Michele Alboreto, winning each battle 12 to 13 times across their shared races. His average finish across all his starts was seventh place. Though he never won in Formula 1, the calibre of drivers he raced alongside and occasionally beat places him firmly in the upper tier of that era's grid.
